Germany is phasing out nuclear generation by about 2022 as part of its Energiewende policy . While widely identified as the most ambitious national climate change mitigation policy , it has yet to deliver a meaningful reduction in CO2 emissions . In 2011 , the year after the policy was introduced , Germany emitted 731Mt CO2 from fuel combustion ; in 2018 , the country emitted 677 Mt CO2 , and was the world ' s seventhbiggest emitter of CO2.2 The German government expects to miss its target of a 40 % reduction in emissions relative to 1990 levels by a wide margin .
