In this regard , the Red River Floodway expansion is unique – rather than going over its proposed $ 665 million budget , the Manitoba Floodway Authority was able to meet its goals while delivering the project under budget at $ 627 million , saving the Canadian and Manitoban governments a total of $ 38 million .
